Im leaning towards Seele not Misato because Ritsuko said in EoE i think,
because Misato really had no reason to kill him. He had helped her find out
what everyone was up to, and she loved him because he was like her dad,
Seele may have had to get rid of him because they were wanting to plant
Kaoru, and that Kaji may have compromised them.
What do you reckon?

Misato definately did not do it. Anno said so himself. The choice is
between NERV and SEELE agents. I lean towards SEELE because Kaji rescued
Kozo from them shortly before he was killed.

Because Anno said that he wouldn't say who killed Kaji. He didn't say he
wouldn't say if Kaji was really killed or not.
