No, not completely. You understood this scene right, but you have
completely missed the point of a scene *before*.

Kaoru knows exactly what's going on. No, not exactly, as he realizes in
the end - but he knows much more than most of the others do.
Both are partly Angels and partly humans. That *might* be the reason.
I even think both were created by man.
The more interesting question is: what would have happened if Kaoru had
triggered the Third Impact? It is IMHO very possible that SEELE (or only
Keel?) would have "won" in this scenario and have some influence on it.
There is only one argument against: if SEELE would have wanted this, why
didn't they tell him where Adam is? Are they stupid? But in one of the
added scenes - IIRC, correct me if I'm wrong - they did. Kaoru is told
that Adam is in Gendou's hand. Kaoru misunderstood this and thought Adam
is under Gendou's control - the right interpretation is, however, the
literal one.
So one could conclude that:
- SEELE wanted to trigger Third Impact under their control using Kaoru.
- Gendou wanted to trigger Third Impact under his control using Rei.
Clearly the first scenario didn't happen. The second one *could* be the
one of 25, 26 - I don't see anything against. In EoE, however, none of
them happened: Gendou's plan was crossed by Rei.

It really depends on your definition of "Angel".
If by Angel you mean "Child of Adam", then no, Rei is in no way
an Angel, she has a cloned human body and the soul of the progenitor
of Humanity.
If by Angel you mean a member of SEELE's list, that encompasses
Adam, Lilith, Humanity and "The Angels", then sure, she is an Angel,
along with Shinji, and Misato, and Asuka and everyone and everything
else we see in the series.
So just to restate. She has a human body and the soul of a source of
life. Whether that makes her an Angel depends on your definition of
that term. Within Eva itself that both definitions are used at different
times.

Um. I can try. You do realise though that Eva first screened in Japan
seven and a bit years ago. There is so much in Eva that can be spoiled,
and I can't stress enough how much you should avoid being spoiled.
Rei's origins were one of the best surprises in the show. Don't let other
such things be ruined for you.
