I always ask for a 'kokusai kawase' and it seems to do the trick.
Preferably at a post office with more than one staff member so they can have
a little group discussion about the whole thing. Go to the largest post
office in town and they'll know exactly what you mean.

If the money order is in US Dollars they'll issue it to you and you can then
send it by yourself. In any other currency they have to send the money
order themselves. There's an leaflet in English explaining about post
office international money orders - ask at the counter or look for it on a
display rack.

If the auction site is eBay you can use http://www.bidpay.com/ to pay via
Western Union money order using your credit card online - I've used them for
about 4 years with no problems.
