I CAN read Japanese.

fj.* category is short for *"From Japan"* and anyone can post
article written in Japanese to fj.* category. ANYONE.

Because many digital cameras are made in, manufactured in, or designed
in Japan(ese company), there are many English-written posts at
fj.comp.dev.digital-camera, but there is no reason you can't
post an article written in Japanese. Here is fj.*.
