This may be a really stupid question, but I have to ask it
nonetheless. In episode 2, there's a part where Gendou is talking to
several men around a holographic 'table', at the head of which is Lorenz
Kihl; they talk about investments and the HCP, after a fashion. Is this
SEELE, or somebody else? It's just that from what I've seen and read, SEELE
members are usually shown as anonymous monoliths. There were only four/five
of them, which is something that gave me pause, 'cause SEELE has twelve
members. It's just that I find it odd that if that is part of SEELE, that
they would then use the monoliths, since the audience already know who
(some of) them are.
Thanks in advance to anyone who takes pity on me! ^_^

If you watch the Director's Cut of Ep24, there are actually *15*
members of SEELE in the scene where they are talking to Kaworu. I have
no idea why this is so - perhaps only the 12 senior members are
present at the important meetings with Gendo...

I'm sure that if I were to think hard enough then I would be able to
think up a reason for this which makes sense in terms of the
storyline, but this would be overrationalizing it.

The simple truth is that GAINAX were running out of money towards the
end of the series (notice the steadily dropping cel count in the last
six episodes). They used the monoliths in order to avoid having to
animate the individual members of the committee...

I don't think they where all SEELE, I think they where probably heads from
other NERV headquarters. Like the German and American installations.

I'm sure there was something in one of the manga about this. From what
I've read it works like this:

The Instrumentality Council has 5 members who project themselves
holographically, this is the public face of SEELE, and each of these
people are also SEELE members, the other 7 members of SEELE are
probably not required to work with the various world governments and
so remain hidden from public view. The Marduk Corporation, and its
dummy corporations, have something to do with it as well, but I don't
think that is ever explained.

Also, about the monoliths, I think these are only used when all of
SEELE meet with someone as SEELE rather than as the council, probably
to reduce the amount of evidence linking the two groups or just to
look more intimidating.

At least that's how I've interpreted it, I could be wrong.
