Question - were these piloted by actual pilots, or were they inserted with
"dummy plugs"?

They were using dummy plugs one of which you can see Kaworu written on (as
mentioned in the commentary track). So presumably they contained clones of
Kaworu and the earlier ones were clones of Rei as Kaworu and Rei were the
only beings to synch with an Eva that they did not have a direct link to
(but link to the pilots for Eva 3 & 4 was not given in the series).

Which raises the question [that no one seems willing to tackle] of whether the
MP Evas had souls, and if so, whose. I maintain an Eva has to have a human
soul, otherwise there's nothing for the plug [dummy or human-controlled] to
synch with. Since Kaoru seems to have no trouble synching with any Eva, I doubt
it matters whose soul is in the MP Evas, but they're probably just poor fools
who worked for NERV's other branches.

souls were salvaged souls" So if souls were there, they were probably once
belonged nobody special(In the series). Then she go's on about the empty Rei

anything else were possible with NGE):

The current theory I subscribe to is this...

EVA 01 houses Yui's soul
EVA 02 houses Asuka's mother's soul (who subsequently we crazy and then
commited suicide).
EVA 03 did not house a soul (which would explain how the Angel was able to
infiltrate it)
EVA 04 did not house one either (that went kablooey)
EVA 05-13 are full production models and never had souls tested with them

That said, it has been postulated on more than once (though with very little
evidence) that EVA 00 may have housed Dr. Akagi's soul (Ritsuko's mother).
The only actual evidence is circumstantial (EVA 00's rebellion with Rei
during the sync tests and the assumption that EVA 00 is trying to get to
Gendo).

Like I said -- just a theory...
