Yes. Press the flash button (the one with a lightning symbol at 3 o'clock on
the circle of controls on the back) until the icon on the display shows a
lightning symbol with a line through it.

turned it off, then back on.. it was still set to no-flash..

I can't speak for cannon, but on the olympus camera, you can set it for
whatever you want, and when you turn it back on, it will go to default
setting, unless you also turn the reset features off when you make your
other adjustment. Once you turn the reset all to off, you should be all
set...

that only works in manual mode, was wondering if there was some way to do
that for auto...

the cam. cant auto detect humans, for redeye.

The point of auto mode is to cover the widest range of needs. It is
preferable that the settings you used 2 weeks ago when you last
used the camera aren't persistent. That's what the "manual" mode is for.
