No at all... but where is the offensive part (or am I still sleeping)? An
environmentalist was harpooned by a Japanese whaling ship. Well, it's not
real and the cartoonist probably wants to express his anger or thoughts
toward the attitude of Japanese fishermen for getting belligerent against
the environmentalists.
Nobody got killed yet over this issue, but the Japanese involved would like
to see these protesters "eliminated" altogether.
I could draw a cartoon that shows a huge anti-whaling ship with an entire
harpooned Japanese whaling ship on a rope. Would this one be offensive to
the rest of the world, or just to the Japanese?
People who can handout insults should be prepared to swallow their own
medicine...

To me, offensive and funny go hand-in-hand. My first reaction
to http://goatse.cx was laughter, then shock, then "how long
would it take *me* to be able to smuggle 50 kilos of cocane
