It stands for "for Japan." Many Japanese newsgroups are prefaced with "fj."
The odd thing is that this particular newsgroup is never used by Japanese
folks. Occasionally some English-speaker will wander here by mistake and
start asking mah-jongg questions.

fj stands for "From Japan". When fj was established, Japan
was a nearly import-only country about information. fj was
built to export information.
You can post English articles to fj. Especially, you can
use this group to get information about mahjong from
Japanese. This is good because mahjong is a popular game in
Japan. I don't play mahjong, though.
