arrested on suspicion of indecent exposure."
What's left to question about whether or not it was indecent exposure?
The decency? Because he was certanly exposed.

This is just the Japanese version of "alleged". He ain't been
convicted yet.

Just because the editions happen to be in English does not mean that there
are any native speakers who do any such thing. Otherwise you wouldn't get
interesting situations like this
