I wondered about that, too. The internal clock on my pc is set a few minutes
fast, but I'm not sure if that's relevant (i.e. is the time determined by
the server or the sender?).

Re your original question - provided your plane reaches NYC on time, you
shouldn't have any problem with connection due to nationality.

I don't know anything about usenet, or this version of not usenet which
we're using now, but my computer clock is about 20 minutes fast and
answering others' posts before their posted is something I do all the
time.
