The author (editor) was Hashiguchi Goyo, and Kaburaki Kiyokata
assisted him. I don't know well them, but I heard they were famous
Japanese artists in 19 to 20 centuries. I can't find out any good web
pages in English or other languages. Please search web pages with the
keywords by yourself.

A web page written in Japanese
http://www.tokyobunka.ac.jp/tandai/study/bungaku/g_hashig.html
tells that Hashiguchi Goyo was born on 21 December 1881 and died on 24
February 1921. Some of his works are seen on
http://www2.pref.shimane.jp/sam/ja/colle/colle_04_03.html
http://www2u.biglobe.ne.jp/~fisheye/japan/stamp/goyou.html
etc.

http://www.adachi-museum.or.jp/main/COLLEC/09kiyokata/kiyo9.html
tell that Kaburaki Kiyokata was born in 1878 and died in 1972. His
art museum is in Kamakura, Kanagawa Prefecture, and its web page is
http://www.city.kamakura.kanagawa.jp/kaburaki/
His other works are seen on
http://www.spmoa.shizuoka.shizuoka.jp/collection/item/expand/J_83_386E_X.html
http://cobalt.nakasha.co.jp/Draft/hakubutu/kaburaki/kaburaki.html
http://www.adachi-museum.or.jp/main/COLLEC/09kiyokata/kiyo9.html
http://philatelic-art.com/artist/kaburagi.htm
etc.
