There was a discussion of this in RAAM. The best evidence for him
being male was him being in the hot springs with Shinji.

I'm still trying to figure out how there guna jam nearly 12 hours plus
of eva into a dinky little 2 hour movie im guesing kouwru will have
about 5 minuets to apear make love to shinji say hes the same as rei
and lose his head. wich suks becasue 24 is one of my fav episodes
especially when u find out hes the last angel and the ode starts and
everything gets all intence beutiful
