I installed the fix on 5 Feb on my desktop but not on my
laptop. My laptop is is much older than my desktop but
MSIE (in Windows 2000 and XP) outperforms the fixed
version in my desktop.
Desktop specs:
Dell GX260
1.8 GHz
512MB RAM
Windows XP
Cable internet access (no problems with it)
So try that. I had to back out the patch for other reasone: Outlook
Express crashes in mshtml.dll when composing a message. The
workaround is to roll back to the older mshtml.dll.
Hotfix 813951 resolves your Outlook Express problem.

So it seems. However, for your information it seems to have worked on my computer. I post a lot to newsgroups and was getting a lot of crashes during composition. I applied 813951 18 hours ago and no crash since. That's 76 messages since application!
The problem had become very annoying, probably occurring something like every third message. I did not take any interim measures to obtain relief which some others did.
