Can Inner Circle members use cards that say
"Requires [a ready] Prince or Justicar"?
Since they weren't around when these original
cards were printed, can it be assumed that
'Prince or Justicar' means 'Vampire with
Camarilla Title at least at the Prince level'?

No, by card text. LSJ has confirmed this many times, for example:

No. IC are neither Princes nor Justicars.

No. But see the erratum for Blood Hunt (the action
card).

No, they can't.
The cards require exactly what they say - a Prince or Justicar.

This justification has been brought up before, and has some merit IMHO, but
since there has never been any errata to that effect, it still does not work
that way.

If you give the IC the ability to 5th Tradition, you tip the balance
*way* in favor of the Camarilla and the Traditions, which are already
overpowered. As it stands right now, the IC members are incredibly
powerful, but incredibly expensive. Can you imagine if they could
Minion Tap/5th themselves?

And if you REALLY want to use the Traditions, you can just add some Praxis
Seizures:

"Arika's sort of getting sick of all this IC b.s., so she's going to call a
Praxis Seizure to make herself the Prince of Chicago."

Even if the 4 votes you get from having an IC don't help get the vote passed
(and don't forget the 1 from the vote card), I honestly doubt most people would
vote against something that would cause you to lose 2 votes.

Well, that's fine, actually; now you're depending on drawing a card,
not being blocked, and getting the vote passed. =) From experience,
ANYTHING which requires one to go through that many hoops early on in
a game is far from overpowered. =)

I would, almost 100% of the time; the only reason to Praxis yourself
as an IC is to use the Traditions, and I can't see ANY way that an IC
using those is good for me. =) Hell, I'd Eagle's Sight that action
if I had it in hand and nobody else was going to.
