It seems with the Bloodlines set that many of the action modifers are
now playable/meant to be played by the non-acting vampire. Some
examples are coordinated attack and most/all? of the blood brothers
cards. Echo of the Harmonies states it must be played by another
vampire, what about Madrigal? There are more examples but I can't think
of them right now, the Brothers ones are the big ones.
If they are meant to be played another minion who can play them, can
a tapped vampire? what about a torpored vampire?(the rulebook says they
may play modifers to their actions but what about others actions?

Like Cloak the Gathering and Hidden Lurker before them, yes.

Coordinate attacks is a combat card, not an action modifier.

Action Modifiers can only be played by the acting minion [1.6.3.2]
(Unless card text says otherwise, of course).

Tapped vampires can play action modifiers and combat cards.
Torpored vampires can only play action modifiers when acting (as you note).
Torpored vampires cannot play combat cards (because they cannot get into
combat - the non-combatant combat cards all require a "ready" minion to
play by card text - except for Nosferatu Putresence, which is not played
by a minion at all).

Thanks, that's what I get for not having them in front of me. Is it noted
anywhere what combat cards can be played by a non-combatant?

Just card text.
Without explicit card text, a combat card can only be played by a combtatant.
