Is a vampire in torpor considered "Controlled"?

Yes, you can. A vampire in Torpor is "Controlled", but not "Ready". If a
card (master or otherwise) says you can play on a controlled vamp, you
may play it on a vamp in Torpor. If it says it must be played on a ready
vamp, then you are restricted to those vamps in your ready/minion region.

VTES Rulebook, Section 14
(set off in an attention-getting box):

"Note: A vampire in the torpor region is still considered
controlled, but is not ready."

Or, Jyhad Rulebook:
"A vampire in either torpor or the active
region is considered controlled."

(Note: "active" is the old term for "Ready")
