WinCvs has an Item in the menu: (Admin->Maros admin->List the modules on the
server) but it does nothing.
Does anyone has an idea?

'cvs co -c' will dump the modules file, and I'm guessing the WinCVS macro uses
the same means. Try the command-line method, but if you have an empty modules
file you won't get anything there either.

So far as I can tell, "modules" are a CVS concept that never took
off. I avoid using them - I don't use them at all for independent
top level modules - I only use the modules file for & included
sublibraries.
Let's see. In your previous posting (included below), you didn't ASK those
questions. You asked "how do I create it" and "are there special things to
put in it". Both of those questions are answered in the FM.
If you didn't understand the FM, feedback upon what wasn't clear would be
actually helpful.
