How can I correct this issue?
Try running that program using Windows XP's Compatibility Mode:
1.. Right click on the shortcut to the program.
2.. Click on Properties.
3.. Click on the Compatibility tab.
4.. Click on Run this program in compatibility mode and select one of these:
a.. Windows 95
b.. Windows 98
c.. Windows NT 4
d.. Windows 2000
5.. Under Display settings, check mark the mode that you think that is best:
a.. Run in 256 colors.
b.. Run in 640 X 480 screen resolution.
c.. Disable visual themes.
Click on Apply.Click on Ok.Double click on the program.

Here's what the problem is:
Windows XP has upgraded and replaced the old 16 bit cards.dll file that
games such as Golf and Cruel use with a new 32 bit version, and as luck
would have it, your old games are not compatible with that new version.
Here's a workable solution:
1. Create a directory named: Program Files\Plus Games
2. Copy Cruel.exe to Program Files\Plus Games
3. Extract cards.dll from your Windows 98 CD\win98_51.cab file TO Program Files\Plus Games
4. If you're having problems with step 3 an alternative would be to download cards.dll from:
http://www.dictacomm.com/Win_Dll/98_1st/cfiles/cardszip_download.htm
5. Double click the game and play. Don't forget to make new shortcuts to those games also.
