More Reasons To Laugh at Gilmoron

Gov. James S. Gilmore III and the Republican Party establishment in
Richmond turned on one of their own this week, accusing Del. Anne G.
Rhodes of treason against the party and endorsing her conservative
rival in the June 8 primary.
Rhodes (Richmond) found her way into Gilmore's sights after crossing
him on several high-profile issues, most notably by joining Democrats
during this year's session in pushing for lottery profits to be spent
on school construction. Gilmore favored no restriction on how schools
spend the money.
But the battle--and its intrigue--goes deeper. Rhodes's independent
streak and outspokenness have been all the more galling to Richmond
Republicans because so many of them, including powerful Rep. Thomas J.
Bliley, live in her West End district, a tony neighborhood known for
its stately brick homes, purebred dogs and sleek imported sedans.
At a Monday news conference also attended by Bliley and Attorney
General Mark L. Earley (R), the governor accused Rhodes of "effectively
switching parties" and said her record shows "a consistent abandonment
of the Republican Party and the positive principles of tax relief and
local flexibility for education."
There are subplots as well. The Richmond Times-Dispatch reported that
Ruble Hord, Rhodes's opponent, is getting thousands of dollars from
Dominion Resources and several company executives who had battled
Rhodes's husband, James T. Rhodes, when he was president of its
subsidiary, Virginia Power.
Rhodes wasted no time hitting back at Gilmore, portraying him as sexist
and vengeful while noting that she is the senior woman among House
Republicans. Fifteen of the 100 House seats are held by women.
"I was raised to believe that reasonable people could disagree while
believing in the same principles and fighting for the common good,"
Rhodes said. "Apparently, Jim Gilmore and those that appeared with him
today do not believe that includes reasonable women."
Democrats are thrilled to see the GOP feuding at a time when control of
all 140 legislative seats, along with both houses of the General
Assembly, is up for grabs in November. For Gilmore, there is also the
danger of a backlash, which is one reason governors almost never get
involved in party primaries, particularly against incumbents.
One exception was former Gov. L. Douglas Wilder, a Democrat. In 1993,
he endorsed an African American challenger to Del. Jay W. DeBoer (D),
who is white and represents a majority-black district in Petersburg.
DeBoer says the ensuing backlash gave him 5 extra percentage points in
his eventual victory.
DeBoer's advice to Rhodes? "I'd style it as heavy-handed meddling by
someone who is a control freak," he said. "Doug Wilder fit that
description in 1993, and Jim Gilmore fits that description today."
Gilmore's Response Assailed
Gilmore also is taking hits for his handling of the arrest of Kevin
Sabo, the GOP activist charged with attempted malicious wounding after
allegedly cutting the brake lines on his former girlfriend's car. He
has maintained his innocence, but an affidavit says he admitted the act
to the woman, who narrowly escaped injury by driving her car into a
fence on Brookside Drive in Arlington County.
Sabo is a Gilmore appointee to the Commonwealth Transportation Board, a
post the governor says Sabo can keep until the case is resolved in
court. Democrats said Leonard S. "Hobie" Mitchell was kicked off the
same board for a seemingly minor offense: failing to defend Gilmore's
anti-tax stance in a public meeting.
"The way to cross Gilmore is to not be unswervingly loyal to his policy
dictates," said Craig Bieber, executive director of Virginia's
Democratic Party. Sabo "actually was charged with a felony . . . and
Gilmore's response is, we'll let this guy have his day in court."
Official to Head Family Foundation
In another sign of the Gilmore administration's ties to Virginia's
cultural conservatives, a state official has just left his post to run
the Family Foundation, a well-known advocacy group in Richmond.
Martin D. Brown, spokesman for the state secretariat for Health and
Human Resources, became the foundation's executive director this week.
"Martin is a strong advocate of the causes the Family Foundation
champions, including school choice, lower taxes on families, parental
rights, religious liberty and sanctity of human life," said John
Whitlock, the group's president.
Added Brown: "The Family Foundation has firmly established an
exceptional reputation in the corridors of the state Capitol as a
respected, educated and reasoned pro-family voice. . . . My goal is to
build on this solid foundation."
Challengers' Early Showings
Campaign finance reports for the first quarter of the year show several
legislative challengers coming on strong.
A prime example is McLean lawyer John Foust, who is running in the June
8 Democratic primary against Carole Herrick for the right to challenge
Del. Vincent F. Callahan Jr., the Fairfax Republican who co-chairs the
Appropriations Committee.
The prohibition on fund-raising by incumbents during the winter
legislative session of the General Assembly gives challengers an early
leg up, and Foust said he had $32,000 on hand, in contrast to
Callahan's $21,439.
Callahan plans to catch up, though. He planned a fund-raiser Tuesday
night in McLean, with tickets as much as $1,000 apiece.

I used to know Kevin Sabo, until I moved out of politics, several years
ago.
Before Tom Davis was elected to Congress, he was considered a contender
for running for the 11th.
This news (I saw it last week) was a bit of a shock: I'd NEVER have
expected
that from him. . .this is a VERY wierd story, and I'm curious to see how it
develops
over time. . .

Actually, Kevin is 11th District Chair. . .Fairfax GOP is run by Joe Underwood,
who has effectively, IMHO, destroyed the organization, and is one of several
reasons I don't do politics anymore.
As for Kevin's "girlfriend", last time I knew, he was married and had a cute
little
daughter as well: I remember giving the daughter a Teddy Bear, years ago. . .
Like I said, I'm curious as to how this play out: if true, this is a VERY
different
