As a quick question... can I somehow tell cfexecd (in cfagent.conf) that
cfagent is located into /usr/sbin or /usr/local/sbin (which both are
local in my machines) or do I have to create links from
/var/cfengine/bin to those places?

You *should* maintain a local copy in /var/cfengine for reasons
explained in the manual. I made the executive decision to
insist on this for a variety of reasons, the main one being
to simplify the setup as much as possible, (known path) and still maintain
a local copy of the important binaries on every host, thus removing
the dependency on NFS or whatever.

They don't take up much space, so go ahead and copy them, or make
a hard link if you must.
