Groundspeed vs. Airspeed

Well, it seems the debate isn't dead yet. With some renewed interest in
whether the speed of the aircraft or the rate at which you travel across
the ground is the deciding factor in safe spotting, here's an "official"
update from USPA Headquarters.

The issue of groundspeed vs. airspeed has been referred to the Safety
and Training Committee. In the meantime:

1. It is the responsibility of the spotter/jumpmaster and the pilot to
insure atmospheric conditions.

2. Since many drop zones conduct a wide range of activities (e.g., CRW,
formation skydiving, style, accuracy and students) with a wide range of
experience levels, DZ operators must be intimately involved in managing
loads and exit procedures, with good common sense prevailing.

For those still unclear, the determination of the S&T committee will be
posted after the upcoming board meeting.
