RedHat 7.3, hang on shutdown (before umounts!)

My RedHat 7.3 machine hangs on shutdown. It outputs "INIT: no more
processes in this runlevel" and then just freezes. Only a flip of the
power switch allows it to recover and, of course, all filesystems have
to be checked. Any suggestions on what to look at?

I have same problem in my RH7.3. This is my longer error:

Turning off quotas [ok]
Unmounting file systems: umount2: Device or resource busy
umount: /dev/hda8: Not mounted
umount: /usr: illegal seek [failed]

INIT: no more processes left in this runlevel
----

Howto fix this problem?
