Last year, I believe I read in a newsgroup that the original author of the
"waterfall" software design model had once written a note or article stating
that his ideas were misunderstood, and that he never intended his process to be
"non-iterative", as in the "throw-it-over-the-wall" model.

I'd like to find some references on this, including the citation for the
original paper, and ideally the statement he made later about how his ideas
were misunderstood. Can anyone help me find this information?

In his article "Iterative and Incremental Development" in C++ Report, Feb'99
Robert C. Martin has given reference to the paper "Managing the Development
of Large Software Systems" in Proceedings of IEEE WESCON (1970) by Dr.
Winston Royse which is supposed to be originator of the water-fall model.

Though I haven't read the original paper but in the same article Robert also
mentioned that "Royce's paper describes what we would today call an
Iterative and Incremental development style".

may be this'll help you in right direction.
