sql cluster setup - help!

Hello, I am having trouble setting up sql 2000 enterprise on a win2k
cluster.
I proceed through the setup dialog and get the message :
"setup is performing required operations on cluster nodes. This may
take
a few minutes."

Next message I see is :
"setup failed to perform required operations on the cluster nodes"

I have stopped all unnecessary services.

I am signed on as a domain admin on both nodes, and services start
with a domain admin acct.

Is Active Directory necessary to setup a SQL cluster?

When I type \\phase1b\admin$ on my phase1a node, I get network path is
not
found. Should I be able to see this share?

Any help appreciated!!

Here is, I believe, the relavent part of the sqlstp log :

Hi Sal - if you look on the B node you should see a sqlstp.log file that
explains what error it had on that node - anything obvious?
