The attachment cannot be read.
I don't think the problem occur with the POP protocol.
The problem started when we began using the 4.3.2 version and later.

What is the name of that parm?
Try:
Add/change the following parm in the eudora.ini file in the
[Settings] section.
InterpretFormatFlowed=0

I have also tried InterpretFormatFlowed=0 and InterpretFormatFlowed=1
and the
<x-eudora-option:260=1> turns off all format=flowed
<x-eudora-option:260=2> turns off all incoming format=flowed
<x-eudora-option:260=4> turns off all outgoing format=flowed
<x-eudora-option:260=8> turns off conversion of quotes to excerpt bars
on incoming messages
<x-eudora-option:260=16> turns off conversion of excerpt bars to
quotes on otherwise plain outgoing messages
The problem still occur.
Eudora is still adding the header
Content-Type: text/plain; charset="iso-8859-1"; format=flowed
instead of
Content-Type: text/plain; charset="iso-8859-1

You are trying to change the configuration on the receiving computer? If
you want to change the content-type of the message, it needs to be changed
at the sender's end. I don't think Eudora ever changes the content-type
of received mail. If you have format=flowed turned off on the recipient's
end, it doesn't interpret it, but I don't think it strips it out of the
message. (I might be wrong about that, but changing real headers would be
a strange thing for it to be doing.)
Are you sure that the problem with these messages isn't at the sender's
end?
