Questions on Tool Interface Standards

In the March 1, 1993 Open Systems Today!,
I read about the 'Tool Interface Standard' effort being done by
8 vendors (Borland, IBM, Intel, Lotus, MetaWare, Microsoft, SCO & Watcom).
It is a standard which specifies object code and debugging info file formats.
It is supposed to allow mix & match assemblers, compilers, debuggers,
linkers, etc. Its all Intel OS oriented, but may expand later.

Here are the questions:

1. The article says version 1.0 of the standard is available to the public.
Has anyone out there seen it? Do you know how to get it?

2. It makes use of the following file formats:

ELF (Executable and Linkable Format) - Assembler/compiler output
Originally designed for Unix
OMF (Relocatable Object Module Format) - Assembler/compiler output
A unification of some other standards
DWARF - Debugging information
Originally designed for Unix
STI (Symbol & Type Information) - Debugging information
Originally designed for NT

Do you know anything about them? Where can I find information on them?
