SBS 2003 setup failure

I am installing SBS 2003 on a Dell Poweredge server. When
I run setup, it ultimately fails at the end with the
message "An error occurred while creating distribution
groups. Open Active Directory Users and Computers, and
manually create a test distribution group to verify that
Active Directory is running. Rerun setup.

I have tried to install twice with the same results.

Anyone have any ideas or experienced the same problem?

Register wizchain.dll before running setup again
regsvr32 "C:\Program Files\Windows for Small Business
Server\Administration\wizchain.dll"

Dear Ray,

Thank you very much for your response, but why? What's the
problem with the install?

I thought it might be the disk build, so I even went so
far as to borrow known good media that I used 2 weeks ago
on an "identical" Dell Poweredge 2600 (all things being
relative), but no go. The same error occurred.

I am currently in the process of debugging down the line a
few minor variances on the previous server. Any help
regarding the wizchain.dll would be greatly appreciated.

Is there a point in a fresh install where wizchain can be
registered so as to allow the install to procede normally?
Perhaps the point where you can correct any driver or
configuation errors before the real SBS part of the
install starts would be a good place.

An OS that needs to be installed twice makes me feel
real "uncomfy" for a production box. I wonder if this is
another date issue.

Dear Ray,

Update - have errorless install going and have problem
narrowed. May be update to Dell RAID firmware.
