This Project contains only B-1 targets which will have no
distribution beyond B-l and DDGUS as Programs Chief. An
addition to this GPgmO follows with PR and Legal targets.
MAJOR TARGET:
Maintain an Alerting EARLY WARNING SYSTEM throughout the GO
Network so that any situation concerning governments or courts
by reason of suits is known in adequate time to take defensive actions
to suddenly raise the level on LRH Personal Security very
high. (Target #l GO 261175 LRH).
PRIMARY TARGETS:

2. WORTHWHILE PURPOSE:
Top provide the alert from which defensive actions to suddenly raise
the level on LRH personal security very high.
SOMEBODY THERE TAKING RESPONSIBILITY FOR AREA OR ACTION:
D/DGUS, B-1 Pgms Off US, DG I US, DGUS.
4. FORM OF ORGANIZATION PLANNED WELL:
Compliances obtained by B-1 Pgms Office.
5. FORM OF ORGANIZATION HELD OR REESTABLISHED:
D/DGUS and DG I US rapidly and effectively debugging any bugged
targets.
6. ORGANIZATION OPERATING:
Early Warning System functioning and continuing.
VITAL TARGETS
l. That this system be effective and grant proper importance to facts
discovered, so that actual threats are not ignored, and no-situations
are not used to alarm or upset LRH lines.
2. That every real threat be-known to us before activation.
3. Any hard info on potential or existing threat to LRH or MSH
from a government agency or individual litigation or from any
source whatever to be telexed to WW, cc to CS-G.
OPERATING TARGETS:
FEDERAL:
1. Place an agent into the US Attorney's Office DC as a first action as
this office should cover all Federal agencies that we are in
litigation with or may be in litigation with.
2. Obtain data on their intended actions toward Scientology, LRH/MSH.
3. Get an agent into the US Attorney's office LA as a simultaneous
action. (This is the one Federal Agency Justice asked us to back
off of on our FOI actions).
4. Obtain data on their intended actions toward Scientology, LRH/MSH.
S. Place a separate agent into the IRS Office of International
Operations (OIO) (as this office has a case preparation or
investigative action going on LRH personally for income tax
evasion or something similar).
6. Obtain their files on LRH/MSH and Scientology and monitor the line
continuously of other actions against LRH/MSH.
7. Continue to monitor tightly, the DEA DC, IRS DC and LA, the
Coast Guard (soon to go to immigration and Naturalization) DC.
Get any present time data on LRH/MSH.
8. Get agents in DA LA and AG California into position to obtain
advance warning.
GENERAL:
9. Groove in all orgs to report any tips, rumors, or statements of intended
attack on LRH/MSH to DG I US immediately.
10. See any rumors, tips are traced down as highest priority and that the
truth of t'hem is established.
11. See any real threats are handled fast and efficiently.
INDIVIDUALS/NON GOVERNMENT SUITS:
12. Determine from Legal whether the following
names -individuals/groups - with their suits have any subpoena
powers re LRH/MSH. If any do, then carry out the targets for that
individual. Those that don't are to be omitted from this program
and handled on routine lines.
13. Continue current successful Branch I actions on Goodriches
to obtain intelligence and to settle the case.
14. Get Intell coming from Paulette Cooper, Robert Kaufman, Bernie Green,
and John Seffern to obtain intelligence data on any intended attack.
15. Get intell coming from Allard (currently near San Diegos California)
16. Place a very secure agent into the AMA
Chicago headquarters in the best position possible
to obtain data on their intended actions towards us .
17. Work out a Project to obtain advance warning of any
intended attack from Adelphine Lentz and/or her
husband on LRH and implement it.
18. Maintain a close line with DG L US for any new suits
that could pose a threat to LRH/MSH and add such
as targets to this program.
LOCAL:
19. Determine what agency near LRH would serve any Federal governmental
subpoena. This could be the local US Marshall's Office.
20. Work out a project to receive immediate intelligence from the office
found in the target above of any subpoena to be served on LRH/MSH and
get it done.
21. Place an agent in the State Attorney General's Office in a position to
learn of any intended attack.
22. Infiltrate the local District Attorney's Office (or the state's
equivalent of DA). Get the agent into the best position to gain
intell of any plans or actions against us .
23. Determine from what area IRS attack would be implemented
(National Office, District Director of area, or local
IRS headquarters).
24. Work out a Project to receive immediate intelligence from the office(s))
found in Target #23.

Yes. It definitely was authored by L. Ron Hubbard. The "Early
Warning System" was a Guardian Office program that had as its main
purpose to alert Hubbard about any proposed danger to himself in
terms of lawsuits, investigations, etc. from government agencies.

Correct. Hubbard had settled into the US. His coming ashore from
the Flagship was majorly to establish the Land Base in Clearwater,
under the guise of the United Churches. Security around Hubbard was
very high as usual. GPgmO (Guardian Program Order) 152 probably was
written in 1975. Other issues I have seen are numbered close to 152
and they were written in 1975.
Of course, Guardian Order 261175 LRH "Power" was written 26 November
1975. That's what '261175' means. And yes, it was an LRH order. The fact
that it had LRH in the numbering indicated that it was from Ron, just
as his telexes had an 'R' at the end of the number to indicate that
they were from Ron.
Around this time I had just come off of a mission under Yvonne
Jentzsch, the CO (Commanding Officer) CCLA (Celebrity Center Los
Angeles). This mission had as one of its targets to relocate CCLA
from 1809 W. 8th Street to 1551 N. La Brea Ave. without interrupting
"production". We moved the *whole org* overnight.
After this mission was done, I was slammed on a finance post.
Shortly thereafter I was writing checks to United Churches. At the
beginning, most Sea Org staff in PAC didn't know about the covert
move of Flag into Clearwater under the name of United Churches.

I'd say Henning Heldt was pretty stressed out. There were so many
programs being run, it's no wonder. And there were soon to be more ops,
like the one against Gabe Cazares, the Mayor of Clearwater, and the
ops to infiltrate the Clearwater Sun, etc.

The GO had lots of covert agents in the field. I am surprised that
the government didn't prosecute more of them. I knew lots of GO staff
in PAC. And since I was on finance lines and wrote checks for the local
GO, I had a rare insight into their activities. I always knew that for
every one document seized by the FBI raids, there are probably 50 that
they didn't get!
The ones we have been seeing recently are available under the
Freedom of Information Act. Many documents have been "vetted" long
ago; that's why many of them are incomplete.

courts disagreed.
From the Los Angeles Times, August 28, 1978:
According to court documents, L. Gene Allard believed that the Church
of Scientology instigated criminal charges against him in 1969 in an
effort to discredit him after he left the church with financial
records which he later turned over to the Internal Revenue Service.
Allard, an artist from Ft. Lauderdale, Fla., who was then 28 years
old, had joined the church in 1969 in Texas. The same year he moved
to Los Angeles, where he signed a symbolic "billion-year" contract of
loyalty to the church and joined Scientology's elite management corps,
the Sea Organization.
Allard held the position of banking officer for the United States
"Mother Church" in Los Angeles until June 8, 1969, when, he said in
court testimony, he fled the church after a superior urged him to alter
$1.25 million in receipts so as to make it appear that the money had
been received by a tax-exempt portion of the church rather than a
nonexempt entity.
Soon after Allard fled, church officials called the police and accused
him of stealing the equivalent of $27,713 in Swiss francs, along with
unspecified records, from the church safe. Allard was subsequently
arrested in Florida and jailed for 21 days before the Los Angeles
district attorney's office dismissed grand theft charges against him "in
the interest of justice."
Expanding on the reasons for the dismissal, the prosecutor, in his
recommendation filed in Superior Court, said church officials had been
"evasive" in discussing the allegedly stolen Swiss francs.
Allard did admit taking financial records from the safe that reflected
income and disbursements by the church, but he said he turned those
over to the IRS in Kansas City, which the prosecutor confirmed.
The Los Angeles prosecutor also told the court he found Allard's
contention that the charges were leveled at him by Scientology in an
attempt to discredit him "plausible" and "well founded" because Allard
might someday be a witness for the IRS in a case against the church.
The 1974 trial of Allard's malicious prosecution suit against the church
focused on whether he had been subjected to Scientology's fair-game
policy and the church's contention the policy had been canceled.
Attorneys for the church vigorously argued that the policy was
irrelevant to Allard's suit and, failing that, tried to show that it
had not been applied to Allard.
Introduced into evidence was a policy order signed by Hubbard in 1968
which called a halt to declaring individuals fair game "because it is
bad public relations."
But the same policy stated it "does not cancel any policy on treatment
or handling of any SP (suppressive person)," referring to being
"tricked, sued, or lied to or destroyed."
The jury May 31, 1974, found in favor of Allard and awarded him $50,000
general damages and $250,000 punitive damages.
An appellate court -- which upheld the Superior Court verdict but reduced
the amount of punitive damages assessed against the church to $50,000
-- observed that Superior Judge Parks Stillwell had given the church
"almost the entire trial within which to produce evidence that the
fair-game policy had been repealed." The appellate court said the
chuch had "failed to do so."
The California Supreme Court refused on July 15, 1976, to review the
case. Allard was last reported by his attorney, W. Marshall Morgan,
to be working as a woodcarver in San Diego County. Efforts by The
Times to reach him for comment were unsuccessful.

I thought I'd *never* see this document, "Early Warning System".
It laid the foundation for Operation Snow White, which when discovered
led to the 1977 FBI raid. The 40,000+ documents seized exposed the
truly dark side of Hubbard's empire of religious zealots.
Now, if only RonIsXenu would give us the document serial numbers ...
