Why don't you right-click and choose "View Source"? You'll see that this
page loads a CSS from

http://msdn.microsoft.com/library/shared/deeptree/css/deeptree.css

and associates class "deeptree" with a DIV element. CSS applies a
behavior to class "deeptree", implemented in

http://msdn.microsoft.com/library/shared/deeptree/htc/deeptree.htc

This HTC performs an XSL transformation, applying an XML Style Sheet
from

http://msdn.microsoft.com/library/shared/deeptree/xsl/deeptree.xsl

to an XML document specified in a configuration file. This configuration
file is another XML document,

http://msdn.microsoft.com/newsgroups/deeptreeconfig.xml

specified in CfgXMLSrc attribute of the original DIV element. It
specifies

http://msdn.microsoft.com/newsgroups/1033/toc/msdnng/top.xml

as the document describing top-level hierarchy of the groups.
