Try two things:
1. Move the files out of the trash and back onto their parent drives.
Restart in OS 9.1. Move them to the trash and option delete them.
2. Try 'get info' on the files in OS X. They are probably locked. Unlock
them and then empty trash.

It's possible, of course, that there is a good reason why the system doesn't
want to let you delete the files, so be careful. But if you really want to
get rid of them, start up Terminal, type:
cd ~/.Trash
Then type:
ls
For each file you want to delete, type:
sudo rm <filename>
and type your password when requested. If the filename consists of words
separated by spaces, enclose the file name in single quotes. The files will
be gone forever.

On another matter I think installing OpenBase is what casues privileges to
be removed from the applications folder.
