I don't know what rc.local does in RH but in SuSE (since at least
version 6.3) it is the main configuration file for the system.
If you changed anything in it run "SuSEconfig" afterwards to make
the changes take effect. In SuSE rc.local is located in /etc.
If you are looking for a file that gets executed at boot time
you should look for /etc/init.d/boot.local. Of course you can
run any program/script you want from within that file (if it is
executable). AFAIK boot.local gets run by the user root. So there
shouldn't be any restriction.
