Why not contact some of the people who are proposing reform and ask how
they think it can be achieved? E.g.

The Green Party, if I understand their on-line publications, proposes
that a written constitution be prepared then put before the people in a
referendum.

As long as any of the above are carried out with the consent of Parliament,
why shouldn't it be possible? Parliament is bound by it's own rules so some
sort of constitution approved by them should be no different. Although,
technically, anything they introduce can also be repealed, so we don't have
a mechanism to introduce anything too permanent (Unless parliament first
repeals the right for them to repeal anything they fancy).
