What kinds of card games would Hobbits play? Has anyone created any
imaginative rules for Hobbit-like card games?

I'll go first:

MATCHMAKER (2, 3, or 4 players)

Deck: 48 cards (discard Kings)

The object of the game is to form "matches" and discard them. A "match" is a
pair of cards of the same value and opposite colour (one red, one black.)
All the cards are dealt out equally to the players, and all matches are
immediately discarded. Players then take turns, starting with the player to
the left of the dealer, offering each other an exchange of a single
unmatched card from each other's hand. The players immediately discard the
matches if any result from the exchange, with the player who offered the
exchange discarding first. The first player to run out of cards is the
winner and deals the next hand. A player who wins at least five hands wins
the game. Players may agree to any number of hands before beginning.

Bree Variation: When a hand ends, each player's total number of discarded
matches is their score for the hand. (Matches are discarded simultaneously
and two players may run out of cards at the same time.) Players take turns
clockwise dealing until everyone has had an equal number of times (at least
three) to deal. The player with the highest score at the end of the game
wins. In case of a tie, the players tied for first place play a final hand.
The first player to run out of cards is the winner.
