Well, I poked around the Internet a bit and found this quote which purports
to be from the Silmarillion chapter "Of Beren and Luthien". Unfortunately,
I'm not entirely sure where my copy of the Sil is ATM so I can't verify it
but I suspect it's correct. I also found part of this quote (the part
specificly describing the ring) on a variety of sites where you can buy a
replica of the ring that Viggo wore in the movies.

...Then Beren answered: "By the ring of Felagund that he gave to Barahir my
father on the battlefield of the North, my house has not earned such names
from any Elf, be he king or no." His words were proud, and all eyes looked
upon the ring; for he held it now aloft, and the green jewels gleamed there
that the Noldor had devised in Valinor. For this ring was like two twin
serpents, whose eyes were emeralds, and their heads met beneath a crown of
golden flowers, that the one upheld and the other devoured; that was the
badge of Finarfin and his house.

The site I found this at was: http://www.shelltown.net/~dangweth/ring.html

The quote is also mentioned by Jasmine Watson, the person who designed most
of the jewelry for the movies, in an interview here:

In case you feel like buying a copy of the ring featured in the movies, you
can here:

Or here:

And undoubtedly a lot of other places on the web. Both sites have nice
pictures of it too. There's also a nice still shot from the end of the FotR
movie where Frodo and Aragorn part ways (the only scene I know of in the
movies where you can clearly see the ring) here:

Keep in mind that it was originally Finrod Felagund's ring before he
gave it to Barahir and it passed down to Beren, Dior, Elwing, and then
Elros and his descendants;

"'Death you can give me earned or unearned; but the names I will not
take
from you of base-born, nor spy, nor thrall. By the ring of Felagund,

that he
gave to Barahir my father on the battlefield of the North, my house
has not
earned such names from any Elf, be he king or no.'
His words were proud, and all eyes looked upon the ring; for he held
it
now aloft, and the green jewels gleamed there that the Noldor had
devised in

Valinor. For this ring was like to twin serpents, whose eyes were

emeralds,
and their heads met beneath a crown of golden flowers, that the one
upheld
and the other devoured; that was the badge of Finarfin and his house.

[...]"
Silm, Of Beren and Luthien

As to WHY that would be the badge of Finarfin's house... I don't think
that is ever spelled out. It could be a reference to his older
brothers, good and evil, death and renewal, or just a pretty design.

The ring on the photo does not match the description!
