Extracting icons from Windows .exes

Hello,

Is there a way to extract program icons from Windows executables? Wine
obviously has the functionality somewhere: wineshelllink uses it to
add menu entries with icons.

But often setup routines fail to interact with wine/wineshelllink so
that a program is installed but no menu entry created.

So is there a way to access the "extract icons" functionality
manually? I thought that passing something like

--icon "C:\\path\\to\\fobar.exe,1"

to wineshelllink might be the solution, but it obviously is not.

Windows program Irfanview can extract icons. It works with wine and is free.
