No, but the intial developers are. It was their right to apply the terms
and conditions to their code. And developers outside the US knew that
their code would be subject to US Export Law.

Oh, and by the way, we are called "Americans", not "USians".

The people who "made all the rules" were the intial developers themselves.

If you want Open-Source/Free Software that isn't subject to US Export
Law, use the GNU GPL.

GPL has nothing to do with export restrictions

if the software is developed in the US or is served off of servers in
the US the restrictions apply
