The latest version of Jess, Jess 6.1p2, is available at the usual
location:

http://herzberg.ca.sandia.gov/jess

Jess is a compact, powerful, embeddable, portable rule engine and scripting
environment written in Java. It is available at no cost for academic use
and can also be licensed for commercial use.

This release patches a minor bug in defglobal behavior, and exposes a
few minor APIs as public methods. From the change log:

Fix a problem with clearing defglobals (thanks Bob
Orchard.) (reset) removes all top-level variables,
even "fake defglobals." Some improved error
reporting. Public Test1.getMultiSlotIndex() method.

As usual comments and questions are welcome at jess-...@sandia.gov
or directly to ejf...@ca.sandia.gov.
