Attached to the bug is a perl script which is supposed to help / show
how to do it.
Also this newsgroup, search for subject containing "Deleting
attachments" - you can use google groups:

That Perl script was in an experimental stage, just for testing purposes.
It works well under normal conditions, but it would need more safety
measures to prevent any possible data loss, for example in a full disk.
As I said in its documentation: "as any script with testing purposes,
this one also ahould be tested with copies and not with original data,
or at least a backup copy should be made (...). To test attachment
deletion, it is suggested to create in Mozilla Mail a new mailbox
called for example 'Detach-test' (with 'New Folder...'). Any messages
with attachments to delete can be copied (rather than moved when
testing) into this experimental folder."
These months I'm really busy, but probably I will try to write a safer
version in C++ when I have enough time, as another step for a possible
patch to integrate attachment deletion in Mozilla. Or another programmer
may do it, if he/she wish. :-)
