According to Bartlett's Quotations. 15th Edition - George Herbert 1593-1633
in a book called Jacula Prudentum page 520.

Minor correction, I know. _But_ one should add that _Jacula
Prudentum_ is actually a collection of proverbs and proverbial
phrases, so Mr Herbert is probably _not_ the person to come up with
it--and you'll never find out who was...
