Tree opening for 1.4beta development

We've wrapped up 1.4alpha and the tree is opening for 1.4beta
development. All of the major changes for 1.4 should have made it into
alpha and beta is our opportunity to clean up from those changes. If
you're working on anything larger than bug fixing and you plan on
getting it into 1.4beta you'll want to let drivers know about it and get
clearance before landing. We can't afford to regress late in 1.4beta
like we did in 1.3beta.

1.4alpha will be released as soon as we get our builds and docs ready.
1.4beta will be freezing on April 23rd and we'll be frozen until the
branch for 1.4 on or around May 16th.
