rules.dat forked

In order for some of the upcoming filter enhancements to work, we had to
fork rules.dat to rules1.dat. If you are going to use trunk builds going
forward, your filter rules will be stored in rules1.dat. This is
important if you change your filter rules by hand. rules.dat will also
exist just in case you go back to using older versions. So changes made
using one build may not be reflected in other.

Sorry, I backed out this change. This needs to go in with mscott's
filter changes. Thanks to bien...@netscape.com for pointing this out.

I think rules1.dat is an awkward name in the first place (sounds like a
backup/old file). How about something like this instead:

filters.dat
mailfilters.dat
filterrules.dat

I have forked the rules.dat so the filters are going to be stored in
msgFilterRules.dat for trunk builds from tomorrow. If you happen to use
the trunk builds and then went back and edited your filters using 7.0
builds, your changes would not appear in the trunk builds because they
are using different files for storing filters.
