dhcp and subnet masks

I have a question for any dhcp gurus out there. I have an NT server which is
multihomed, with 12 addresses bound to the network card. This was done before
my arrival, because the company has a class B IP address range and originally
decided to use a class C subnet mask, with DHCP handing out addresses to most
of the Windows NT workstations at each site. There has been talk of backing
off to the natural class B subnet mask at our main site and letting our Cisco
routers handle the routing between the various offices; certainly this would
make for a simpler WINS configuration and less browser election traffic, etc.
etc. etc.
To make matters worse, the dhcp addresses are being treated as 'static', i.e.
they are being used to administer firewall access and the like. Therefore it
is impractical to blow away the scopes and start from scratch if I were to
decide to change the subnet mask on the scopes and on the server itself.
When I look at DHCP Administrator, select a scope, and go into properties, I
am unable to change the Subnet Mask from 255.255.255.0 to 255.255.0.0 (or
indeed, to anything else--the field just does not seem to be edit-able in
that screen). I can make a registry change which amounts to the same thing
but I imagine that would not be advisable. Is it simply verboten to change
the subnet mask on a scope after the fact, or is there something more basic
that I've overlooked? If it's impossible, its impossible, and we may just
hold out until the firewall is opened up to all machines at our site rather
than just a select few, and try to deal with getting WINS to work properly on
our multi- homed PDC.
