What's the procedure of a newsgroup creation in the alt. hierarchy? What are
the advantages and disadvantages of alt.?

Before telling you the answer, I'd like to point out that there are
already more than 70000 newsgroups. Have you checked to make sure the
newsgroup you want to create doesn't already exist under a different
name? Go to www.google.com and use the groups search to look for
groups that contain keywords of the topic that you are interested in.

Nearly anything goes. You can create an alt newsgroup without any
voting process. This leads to foolish situations like the two groups
alt.newbie and alt.newbies, which totally duplicate each other.

I recommend that you save my post into a text file and mirror it
