branching for Mozilla 1.4 on 2003-05-23

The current plan is to cut the branch for 1.4 tomorrow after smoketests.
If you've got approved patches that haven't landed, now's the time to
get them in.

Sometime soon after branching we plan to do a 1.4 release candidate to
get some more broad testing of some of the larger changes we've taken
since beta. We may do more release candidates if necessary.

We're also drastically limiting the changes which affect localization
and while it's not a 100% freeze, we're doing what we can to make life
easier for our localizers. Along those lines I'll be posting updates to
this newsgroup with pointers to any string changes that drivers approved
to land in 1.4 final.
