b.m.o upgrade plans

I'm planning to upgrade bugzilla.mozilla.org with a new version of
Bugzilla in a couple of weeks. The new version will include significant
enhancements, including a way to track review, super-review, and
approval requests (more info about this in a follow-up email).

The upgrade will require several hours of downtime and--as with all
upgrades--runs the risk of unforeseen problems that cause additional
downtime after the upgrade is complete. My current plan is to perform
the upgrade on Friday, November 8 at 6:00pm PDT.

Let me know if this time conflicts with other important plans or events
requiring access to Bugzilla. I'll made additional announcements for
major upgrade issues, but see bug 176570 to keep abreast of the latest
information.
