secret HOA agreement uncovered

I received this letter in the mail the other day and decided it best to allow
others to determine its import.

The other day my cousin and I were digging around my 40 acres of vast, open
space, carefree living in my five-star rated HOA. It was getting kinda dark and
the wind began picking up, when I discovered an old tin can, the size of a
cigar box, sorta rusted and all. I opened it and found a crumpled piece of
paper with an outline written in pencil, dating back to about the 50s. Here's
what I could make out as to what it said:

1. To keep the government out of our business, we need developers to create
a private contract around these association CC&Rs.

2. To make this practical, so we don't have to wait for all the homeowners
to sign up and agree upon a set of CC&Rs and bylaws with endless revisions
before they actually buy property, we need these contracts to be declared
adhesion contracts.

3. Now, we really don't want the home buyers interfering with our plans,
either, and objecting to the beautiful planned communities we will be
designing -- I just love those architectural drawings with their curved lines
laid out in beautiful, artistic patterns that can be seen only from the sky --
by telling them that they will be signing a contract that gives away their
fundamental, constitutional rights. So, let's not do that. Mum's the word.
Everybody. Understand?

4. When we show this planned community, private government model to the
state legislators, the cities and towns, the real estate departments and real
estate attorneys, nobody will complain and raise a fuss. There's something in
it for all of them.

5. As for the homeowners, don't worry. We'll focus them on property values
and scare tactics about dog pooh, pink houses, junk yard properties and we will
have them in our pockets. Yeah, just let them believe that their fellow
neighbors can't be trusted and that they are despicable people who need a
strong government to keep those homes from turning into junk yards, bringing
down property values. Not them, of course. Be careful here.

Money talks, fundamental rights walks. So don't worry, they'll all buy into
it. All of them.

I got kinda shocked by all this revelation that I looked up to the sky at just
about the same time as a bolt of lightening struck near by. Made me jump, and,
you know what, I lost that darn paper and did never see who wrote it. I'm
afraid it's gone forever. Gone with the wind.

I just can't sleep at night now, wondering how prophetic that plan had become,
and not knowing who those dastardly people were. I keep telling myself,
"Tomorrow, yes, tomorrow. Tomorrow is another day!"
