I am glad that I found this place.
I would like contribute my knowledg to this open source project.
but I see this project has been stop. Can I continue developing this
project under OpenSource lisence?

The project hasn't stopped.  About two or three months ago we started
experiencing major stability problems with our server.  We've since
moved to a new host and things are much better.  However we never
bothered to get SVN running again since the public rarely, if ever,
used it.

Get in touch with me via the chat link from our site.  We can discuss
options off-list.
