I had not gone through that process in a very very long time. I would put
the note about translations toward the top (i.e. before the text), so it
would be seen on smaller screens too.

I don't remember right now how it looks (the license confirmation is new
btw). Don'T you have to scroll down to confirm anyway?

It's not a problem on my main computer (25" screen). On the portable
computer, the dialog box is twice longer than my screen and therefore one
has to read/skim through it, try to wonder what it means, then scroll
down... and only then see that I could read a translation online. I don't
see it as a major problem for me, but it could be an irritant for one who
has a hard time with English.
