This is probably because Simon added the Goals feature to the Scene
Dialog in your version of yWriter.
In my version (5.0.8.8), Goals is a tab under the Scene List in the
Main Dialog. I cannot change the Type of Scene without opening the
Scene Dialog. When I change the Type from Action to Reaction (or vice
versa), the Goals are not visible anywhere in the Scene Dialog. When I
exit the Scene Dialog, the three labels are refreshed there. (In other
words, it works that way for me, as well.)
So since Simon must have added the Goals to the Scene Dialog's Details
tab, perhaps he forgot to update the three labels there as the time
you select the Scene Type radio button. The reason it is correct after
you close and re-open the Details Dialog is: he updates those fields
in the Main Dialog upon exiting the Details Dialog, and he sets the
Details Dialog version of those labels when you open it.
Bottom line: It's a bug with a work-around.
The three fields are maintained whether it is an Action or Reaction
type scene. The only danger is that if you don't know about it, you
might change the contents of the fields while you're in the Details
Dialog to match the erroneous labels. Then when you close it, voila:
the labels are now correct, but your text for them isn't!
Simon will probably fix it, if he hasn't already done so.
